Thomas W. Garlock, Owner, has been active as a real estate investor and developer in the Jackson, Wyoming area and in Southern California since 1985.  A Jackson Hole resident since 1995, Mr. Garlock appreciates the natural beauty of Wyoming along with its outdoor activities.  He is a member of the The Nature Conservancy, Trout Unlimited, Rocky Mt. Elk Foundation and the Yellowstone Association.  Mr. Garlock is the Manager of Teton Land & Development Group, LLC, Teton Property Fund II, LLC and Grand Teton Property Fund, LLC, all of which are real estate development companies operating in the Jackson Hole, Wyoming market.  For the past 27 years, Mr. Garlock has organized ventures in numerous wireless communication fields, including cellular telephony, SMR and PCS.  Mr. Garlock has been the principal in a variety of communications license-based ventures that have held and developed 55 MSA cellular telephone licenses, 9 RSA cellular telephone licenses, 2 MSA cellular Construction Teamin-fill licenses and a fractional interest in a national paging license.  He is a member of the Board of Directors of Global Messaging Solutions, Inc., He completed coursework (Business Administration) at the University of California at Los Angeles (1976-1978) and coursework (Business Administration) at Kent State University (1974-1976).

S. Layne Meyers, Owner, is a career electrician with over 17 years in the trade. Early in his career Layne pursued his passion for investing in stocks and real estate which has contributed to his diverse background. While serving as a project manager/estimator for GSL Electric, he supervised large scale commercial and industrial electrical projects including the $33M Salt Lake County Detention Center, Las Vegas Valley Water District Lift Station, and multiple school facilities. After 10 years working for some of the largest electrical contractors in the West in both Salt Lake City and Las Vegas, Layne started his own electrical contracting business, Layne Meyers Electric Inc., in 2000. Layne’s love of snowmobiling and “boondocking” brought him back to the mountains of Idaho where he was born and raised outside Rexburg, Idaho. Layne Meyers Electric has grown to an operation employing over 20 people and holding some of the largest electrical contracts in Jackson Hole, Wyoming and Teton Valley, Idaho. Layne received his Electrical Journeyman’s license in the State of Utah in 1996 and holds an Electrical Contractor’s license in both Idaho and Wyoming. He has extensive experience in electrical engineering, lighting design, telecommunications, infrastructure installations, and smart building technologies.

Dylan Leonoudakis, Chief Financial Officer, will be responsible for monitoring, valuating, performance measurement and reconciliation of the Company’s investment accounts, as well as the overall financial operations of the Company.  Dylan moved out West to spend time enjoying the Snake River and skiing Jackson’s wonderful mountains.  Before joining the Company, Dylan graduated from Louisiana State University where he earned a Bachelors degree in Accounting and a Masters degree in Finance.

Meagan A. Hill, Development Manager, has been working in the property development and construction industry since 1995.  After 10 years working for a multi-national property development company on projects in Australia, USA, Italy and India, Meagan packed up her possessions and shipped them to the US.  As a permanent resident of the USA, Meagan and her husband chose Jackson Hole as their home from which mountain biking, hiking and snow sports are all readily accessible.  Meagan’s project experience ranges from $2m Tenancy Improvement’s to $450m Mixed-Use Developments, encompassing Commercial Office, Retail and High Density Residential projects.  Meagan is an accredited sustainability professional and has recent experience in the design and construction of sustainable buildings.  Meagan holds a Bachelors Degree with Honors in Construction Management and Economics (1996) from the University of Canberra (Australia).  During her career, Meagan has received several industry awards including the Property Council of Australia’s – Young Achiever Award (2006); the Bovis Lend Lease Design Leader of the Year Award (2006); and the National Association of Women in Construction (Australia) Award for Achievement in Construction (2000).  Meagan will assist the Company in all aspects of the development for Trail Creek Crossing.

Jill Moberg, Project Manager, has been a full-time resident of Jackson Hole for a little over 2 years, but has been visiting the Teton Valley for many years.  Jill transitioned from a career in textile sales in New York City to working for Teton Land & Development Group as a Project Manager and Interior Finish Designer and Buyer.  She puts her negotiating skills to use when interfacing with suppliers while sourcing finishes for the single family homes and townhomes built by Teton Land & Development Group and its affiliates.  She draws upon her years of experience in working with color and texture when guiding home buyers through the process of selecting every finish in their new home, from carpet, tile, and wood flooring to granite countertops, lighting options, and paint color selection.  She helps the home buyer tie their many upgrade options together with an eye towards harmony in design and uniqueness of expression, reflecting each home buyer’s individual sense of style.  Jill will perform similar functions for the Company.  Jill obtained a Bachelor’s of Science Degree in Textile Marketing, with a Minor in Retail Merchandising, from the University of Rhode Island (1985). 

 

Construction and Design TeamWolf in the Teton Valley

The Company has assembled an exceptional design and construction team with a wealth of experience in the local area, as detailed below.

Larkspur Construction, Inc. (General Contractor) was founded in December 2005 and has since completed over $4.5M in construction projects including medium density residential town homes, high end speculative residences, and infrastructure development in both Teton Valley and Rexburg, Idaho.  Larkspur has a growing team of construction professionals including our co-owner, Christine Meyers. 

Christine K. Meyers, General Contractor, has been working in the construction industry for almost 19 years. Raised by a civil engineer/bridge builder father, she worked on her first concrete pour at age 15. Her love of horses and the mountains led her to Driggs, Idaho in 2003 where her mother has been living since 1993. Christine’s background includes consulting work for Ford Motor Company and AUTOCAD detailing for a mechanical contractor. She worked as a Project Engineer for ENR Top 400 firm Granger Construction on an $8M material handling facility for Pfizer Pharmaceutical in Ann Arbor, Michigan. After moving to Driggs, she helped start an in-house construction company for Snow King Resort in Jackson Hole, Wyoming, building high-end luxury town homes retailing in the $1.6M range. She started Larkspur Construction in December 2005 to capture the growing residential and commercial needs of Teton Valley. Christine holds a Bachelor of Science in Civil and Environmental Engineering, Magna Cum Laude (1997) as well as a Master of Science in Construction Engineering and Management (1997) from University of Michigan. During her graduate career she was awarded a NSF Graduate Fellowship, named a Construction Innovation Forum Scholar, and received a Distinguished Achievement Award for her graduate studies. She also serves as a board member for the Construction Innovation Forum.  Larkspur Construction Company will serve as the general contractor for Trail Creek Crossing.  Christine is married to S. Layne Meyers, one of the Company’s Founding Members.

Shawn Burkholder, 34, holds a Bachelor of Science degree in Civil and Environmental Engineering from the University of Michigan. Shawn has extensive experience in the commercial field building multi-million dollar projects across the country including banks, hospitals, convention centers, parking structures, movie theaters, hotels, resorts and schools. 

Tyson Leishman, 29, is a graduate of Brigham Young University – Idaho and holds a Bachelors Degree in Construction Management.  Tyson has worked in Southern California, Florida and Atlanta doing construction management of condo conversions, commercial clubhouses, apartment renovations and new construction of multi-family homes. 

Jim Hamilton, 49, is a construction superintendent with 28 years of field experience spanning all facets from high end town home residences and luxury custom homes to industrial and commercial projects including wastewater treatment plants, hospitals and hotels.

Harmony Design, Inc. (Master Planning) was founded in 2005 and is based in Driggs, Idaho.  Harmony Design is a multidisciplinary company that specializes in low-impact, environmentally sensitive solutions for residential and commercial projects.  By engaging professionals in engineering, planning, watershed management and architecture; Harmony Design provides a holistic approach to development.

Dubbe-Moulder Architects, PC (Project Architect) was created in 1996 when architects Kurt Dubbe and Chris Moulder merged their individual practices.  The firm maintains offices in Jackson Hole, Wyoming, and Driggs, Idaho, and has completed projects in the Rocky Mountain, Midwestern and New England regions of the United States.  Offering services in both residential and commercial design, interiors, and land-use planning, the firm also provides technical historic preservation consulting to the state of Wyoming, the Grand Teton National Park Service and private owners, including comprehensive existing conditions assessments, and National Register of Historic Places nomination assistance.

The director responsible for Trail Creek Crossing will be Kurt Dubbe AIA, a native of the State of Montana, who, received his architectural degree at the Virginia Polytechnic Institute and studied for his masters of arMain St Elevation Studychitecture at the University of Minnesota with an emphasis on historic preservation. Chris Moulder AIA, a native of the State of Connecticut, received his architectural degree from Kansas State University with an emphasis on regional vernacular architecture. Both principals are licensed architects in multiple States.

Nelson Engineering (Civil Engineering) is a Wyoming Corporation that has been providing clients with professional consulting engineering and surveying services since 1964.  Nelson Engineering hase offices are in Jackson and Buffalo, Wyoming and Driggs, Idaho.  Nelson Engineering’s nine principals are professional engineers and land surveyors with more than 250 years combined experience.
